Essar’s $15B US Steel Plant and Deep Russia Ties

Essar’s $15bn US steel plant faces scrutiny over Russia ties, Rosneft links, sanctions, tariffs and India-US economic relations.

Essar’s $15B US Steel Plant and Deep Russia Ties

A planned $15 billion US steel plant linked to Indian conglomerate Essar Group is drawing attention because of the company’s longstanding business connections with Russia.

US President Donald Trump recently announced the major steel project, which is being developed by Mesabi Metallics, an Essar-owned company. The facility is planned for Iowa and is expected to become one of the largest steel manufacturing complexes in the United States.

Standing beside Trump during the announcement was Ravi Ruia, co-founder of Essar Group. The project is being promoted by the US administration as a major investment in American manufacturing, jobs and domestic steel production.

However, Essar’s history with Russian investors has raised questions about the broader economic relationship between India, Russia and the United States.

What is the $15 billion steel project?

The proposed Iowa steel complex is designed to connect Essar’s iron ore mining operations in Minnesota’s Mesabi Iron Range with a large-scale steel manufacturing facility.

The first phase is expected to produce approximately 7.5 million tonnes of steel annually, with production potentially increasing to 10 million tonnes.

Construction and operations are expected to create at least 1,750 permanent jobs and support thousands of additional construction positions. First steel production is targeted for 2030.

The US administration has estimated that the first phase could generate about $95 billion in economic impact through construction and the first decade of operations.

The project is also being presented as an example of how US steel tariffs are encouraging companies to manufacture domestically rather than pay higher costs on imported steel.

Essar’s longstanding Russia connection

Essar’s relationship with Russia goes back years and became particularly significant through its energy business.

Essar Oil operated the Vadinar refinery in Gujarat, one of India’s major private-sector refineries. By 2016, the company was carrying substantial debt and was seeking a buyer for its oil business.

A Russian-led investment group eventually acquired the refinery for approximately $12.9 billion. Russian energy giant Rosneft became a major shareholder, while Russian investment company United Capital Partners also took a significant stake.

The refinery was subsequently renamed Nayara Energy, although it retained the Essar brand under a long-term agreement.

Rosneft owns about 49% of Nayara Energy, making the Russian company a major shareholder in the Indian refinery business.

Nayara Energy and Western sanctions

Nayara Energy has faced increased scrutiny because of its Russian ownership and its continued processing of Russian crude oil.

The European Union imposed sanctions on Nayara in 2025 as part of measures targeting Russian oil-related activities. The restrictions affected petroleum products made from Russian crude and limited access to certain European shipping, insurance and financial services.

The refinery has increasingly relied on Russian crude after other international suppliers became less willing to conduct business with the company.

Nayara has also supplied petroleum products to Russia during a period when attacks on Russian energy infrastructure created fuel shortages in several parts of the country.

These developments have increased attention on the company’s Russian connections and their potential impact on international business relationships.

Is Essar’s US steel project under sanctions?

There is currently no evidence that Essar Group or the Iowa steel project violates US sanctions related to Russia.

Essar itself is not under US or European sanctions. The earlier sale of its Indian refinery to Russian investors was also publicly described at the time as compliant with applicable sanctions.

However, Essar has faced scrutiny over its broader financial relationships with Russian institutions.

A Russian bank provided Essar with a multibillion-dollar loan connected to the restructuring of its debt. The bank was later subjected to extensive US and European sanctions following Russia’s full-scale invasion of Ukraine in 2022.

Essar’s business activities in the United Kingdom have also attracted attention because of these historical financial links.

Why the timing matters

The announcement comes at a time when US tariffs, domestic manufacturing and Russian oil sanctions are major issues in Washington.

The Trump administration has promoted higher tariffs on imported steel as a way to encourage investment in American manufacturing. At the same time, Washington has increased pressure on countries that continue purchasing Russian energy.

India has been one of the world’s major buyers of Russian crude since 2022, largely because Russian oil has often been available at discounted prices.

The US has previously imposed additional tariffs on Indian imports over India’s Russian oil purchases, although those measures were later adjusted.

The Essar steel project therefore highlights the complicated nature of global investment. An Indian conglomerate with longstanding Russian business relationships is simultaneously investing billions of dollars in the US steel industry.

For Washington, the project represents new manufacturing capacity, jobs and domestic steel production. For Essar, it represents a major expansion into the American market.

The project also illustrates how global trade, Russian energy, US sanctions, Indian investment and steel tariffs increasingly intersect in the international economy.
